Personally, I wanna say these four words:
Not Going To Happen
But, there is a chance for everything, however small they might be

Well, the chance of a past event changing is zero unless someone is hiding a time machine in their pants.

This is very, very cool. I'd place my bet on something the Asura are working on. That's definitely a steel crane in the foreground and a pretty advanced city in the background... not to mention the plasma torch/weld thing going on. As far as what it is? Not enough visible detail to tell, but it looks like it might be some kind of plane or spacecraft judging by the cylindrical portion (fuselage?)and vertical "wing" in the top right corner.
This actually kind of worries me though. I'd rather not see GW2 take on too much modern tech. Still awesome to see some GW2 concept art though.
edit: as far as I could tell all the "Construction" pics and links posted in this thread are cropped; the full-size original is here.

Striking how few fictional universes wich have magic never seem to have much technological progress. A thousand years may pass, there will still be knights in armor, spellcasters and magic swords. Exept maybe in Starwars.

I agree with this.
On closer inspection of your link, though, if you zoom into the bright turquoise bit on the raised... "gantry"...it's a distorted photo/picture of something else - there is a little man standing behind an object looking down a street!

I feel the same way. However, I have to throw a 'but' in here too!
I feel the same way, but at the same time I'm rather excited by the idea of a more modern atmosphere. I'm getting to the point these days where I'm really growing tired of the same ol' settings in MMO's. I'm hungry for something different in my surroundings. While a huge part of me doesn't want the legend of GW1 to be lost in Gw2, I also don't want to relive the same thing in the sequel. I'm hoping a perfect blend of the two will rise. Keep the legend of GW1 evident in our journey, but have the 'future' feel like the future it should be for that time.
From the concept art alone I''m not worried that GW2 will go overboard and turn into Battlestar Galactica.

It is also still concept art. Meaning it could have nothing to do with anything in the real game.
Yes, 250 years have passed, but I wouldn't expect GW2 to be to gothicpunk. I mean, we sorta had some stuff with the Asura and GOLEMS (read: magic robots!), but going that far off the beaten path in terms of timeline change seems like an unlikely change for an established franchise. The only game in recent memory that can pull that off is the Assassin's Creed series.

Well, robot's need mechanical parts as well (ie: ball and socket) and with magic + asuran technology + time(which=omgwtfbbq) you could end up with some crazy stuff.

Even then in New assasins creed sword/hidden blades combat is primary way to dispatch an enemy according to the demo.. But you know we must see.
I wont be surprised if Asura build an automated city or a war machine the size of Terminators Giants but besides that i dont see any other hints of 'WTF we are in the futurte" thing

You DO realise he's an artist. Therefore not ALL of his arts are of Guild Wars 2.
Storm Lord. Not Orian Dragon. Big clue if you ask me .

That tower has a vague resemblance to the Eye of the North.
